Foucault clearly states in The Will to Knowledge that this is not so, although it is admittedly comparatively difficult to understand his position, specifically that resistance to power just isn’t outside power. The point right here for Foucault is not that resistance is futile, but that energy is so ubiquitous that in itself it’s not an obstacle to resistance. One can’t resist power as such, however only particular methods of power, after which only with nice problem, given the tendency of strategies to soak up apparently contradictory tendencies. Still, for Foucault energy is never conceived as monolithic or autonomous, but rather is a matter of superficially stable buildings emerging on the idea of continually shifting relations underneath, brought on by an unending struggle between individuals.
This effect is neatly encapsulated in a comment attributed to Foucault that we may know what we do, but we do not know what what we do does. What it does is produce methods which have a kind of lifetime of their own.

The most general claim of The Will to Knowledge, and of Foucault’s whole political thought, is his reply to the question of where machinations such as sex and discipline come from. So, energy operates in methods that are each overtly oppressive and extra constructive. Controversy around Foucault’s political opinions has centered on his reconception of energy. Criticisms of him on this point invariably fail, however, to appreciate his true position or beg the question against it by merely restating the views he has rejected. He has been interpreted as pondering that energy is a mysterious, autonomous pressure that exists independently of any human affect, and is so all-encompassing as to preclude any resistance to it.
As he explains in a later textual content, “The Subject and Power,” which effectively completes the account of energy given in The Will to Knowledge, these relations are a matter of people appearing on each other to make other individuals act in flip.
