Every political culture should outline for its society the generally accepted scope or limits of politics and the reliable boundaries between the private and non-private spheres of life. Scope involves definition of the accepted participants in the political process, the vary of permissible issues, and the acknowledged capabilities of both the political process as a complete and the separate agencies or domains of determination making which collectively represent the political process. In all societies there are inevitably some variations between the political orientations of those that have responsibility for decisions and those who are solely observers or participating citizens. A nationwide political culture thus consists of each an elite subculture and a mass subculture, and the relationship between the two is one other important factor determining the efficiency of the political system.
